EU for Economic Development – Tourism and Local Economic Development
with a Focus on Cultural Heritage

Nestled in the hills of southern Albania and overlooking the pristine Vjosa River, the ancient sites of Byllis and Klos are cultural treasures of exceptional historical and archaeological value. Yet despite their significance, these sites have long struggled with underinvestment, limited infrastructure, and declining local engagement.


Recognizing the transformative potential of cultural heritage, the European Union, together with the Italian Agency for Development Cooperation (AICS), has launched a strategic 30-month investment in the Byllis and Klos Archaeological Park (BKAP). This support represents more than just funding—it is a commitment to a shared European identity rooted in preservation, sustainability, and inclusive development.


The EU-backed Bylis/Klos Archeological Park initiative introduces Albania’s first community-informed and legally binding Management and Conservation Plan for Byllis and Klos. It empowers local communities—especially youth, women, and small business owners—through the Community-Led Local Development (CLLD) model. With EU investment, the park will benefit from improved visitor infrastructure, conservation of key monuments, inclusive access, digital interpretation tools, and workforce training programs.


This project goes beyond safeguarding monuments. It champions a new model of cultural heritage management that positions the park as a live, evolving educational and economic platform—open to all, driven by community voices, and aligned with EU values of gender equality, green transition, and regional cohesion.


Through BKAP, the European Union is helping to turn Albania’s historical legacy into a dynamic engine for local pride, education, and sustainable tourism.
